asked the Minister for the Environment if he will outline the reserved functions which a county manager can decide without consultation with the chairman or members of the council.

The reserved functions of a county council are those which are performable by the elected members by resolutions. The principal reserved functions are listed in the Second Schedule to the County Management Act, 1940, but additional reserved functions are specified in other enactments or may be specified by the Minister by order. All functions of a local authority, other than reserved functions, are classified as executive functions and are performable by the county manager by order.

Section 2 of the City and County Management (Amendment) Act, 1955, provides that the elected members may require the manager to inform them of his proposals before performing any specified executive function of the local authority, except functions in relation to staff. Under section 4 of that Act the elected members may, in certain circumstances and subject to certain exceptions, require the manager to do any particular act, matter or thing.
