asked the Minister for the Environment the plans, if any, for changes in the structure of the housing "points" system in view of the unsatisfactory nature of this system and if he will make a statement on the matter.

Under section 60 of the Housing Act, 1966 each housing authority are obliged to adopt a scheme of letting priorities. It is open to them to adopt a scheme based on "points" if they so desire. I understand that, while a number of "points" schemes are operating satisfactorily, a special committee of Dublin City Council are reviewing their "points" system. I will consider sympathetically any proposal to amend any of the existing schemes, but the initiative for any change must come from the housing authority itself. The adoption and amendment of a scheme of letting priorities is a reserved function exercised by the elected members of the housing authority.
