asked the Minister for the Public Service the reasons a person (details supplied) in County Waterford who qualified as an agricultural officer in the Department of Agriculture has not been appointed to a position within the Department as promised.

Under the regulations governing the competition for agricultural officer, which was advertised by the Civil Service Commissioners in August 1979, persons who possessed the certificate in agriculture awarded by the Department of Agriculture were eligible to apply. The commissioners decided, however, that only persons who obtained grade D or higher in at least seven subjects in that certificate should be considered as complying with that regulation.

The person referred to was not selected for appointment by the commissioners because, when he came into the running for appointment, it was found that he had not got the necessary grade in at least seven subjects.
