asked the Minister for the Environment if, in view of the difficulty in securing bridging accommodation for house builders and of the high interest rates, he will instruct local authorities to pay a portion of SDA housing loans at a much earlier stage than is now the practice such as when foundations are complete.

I have recently asked all housing authorities to take whatever steps are open to them to facilitate approved applicants for house purchase loans to overcome the present credit and bridging finance restrictions, whether by paying loans in instalments or in expediting payment as much as possible after completion of sale. It is, however, a matter for each authority to decide the stage of construction at which such an instalment may be paid.
