asked the Minister for the Environment if he is aware that some pedestrians and cyclists are not making use of luminous arm bands at night and if he will ensure that the wearing of luminous arm bands is encouraged positively in view of the dangers to all road users.

The wearing of reflectorised or luminous arm bands by pedestrians and cyclists has been encouraged positively for some years by my Department and by the National Road Safety Association, and appropriate recommendations as to wearing arm bands are included in the current "Rules of the Road" booklet. The association have been actively promoting the wearing of arm bands through publicity, through having arm bands made available at retail outlets at a reasonable price for those wishing to wear them and through schemes for the provisions of arm bands free of charge to particularly vulnerable sections of the community, the elderly and children. These latter schemes are being promoted with sponsorship from commercial interests and with the assistance of the local authorities. It is my intention that these measures will be continued and expanded as far as may be practicable.
