asked the Minister for Education if, in relation to the education table on page 10 of the Public Capital Programme he will indicate, in respect of each heading in which savings were made in 1979, (a) the reasons for the savings, and (b) whether such savings have been built into the 1980 estimate.

(a) Expenditure figures for 1979 have not yet been finalised. In general it may be stated that the savings, where they occurred, may be attributed to the fact that building did not progress as rapidly as anticipated owing to the inclement weather during the first half of 1979.
(b) The capital provision for each financial year is calculated with reference to estimated expenditure on projects during that year and does not have savings of a previous year built into it.
