No appointments were made in my Department since my appointment as a member of the present Government, other than appointments
(a) made as a result of competitions run by the Civil Service Commission,
(b) arising in the normal course of promotion,
(c) made to posts listed as scheduled occupations in the First Schedule to the Civil Service Act, 1956.
