asked the Minister for Agriculture the date an application from a person (details supplied) in County Galway for scheme of premiums for non-marketing milk and milk products was received in his Department and the reason for the delay in finalising this application.

This herdowner's application for admission to the scheme was received on 18 September 1978 but because of difficulties in relation to the title to the holding the application could not be approved until 13 June 1979. When an inspection of the holding was made in September 1979 it was found that he had sold three of the ten dairy cows covered by his application. So far he has not furnished the certificates required under the terms of the scheme that these animals have been slaughtered. Until these certificates are furnished payment of the first instalment of the premium cannot be made.

Could the Minister of State tell the House whether he had any earlier representations from the Deputy concerned about this matter, what the response has been, and whether the Deputy concerned considered that response was unsatisfactory?

Deputy Molloy made representations some time in May 1979. At that stage, so far as I know the person involved did not own the land. He had no title to it. He was told that when he made his original application. At the time Deputy Molloy made representations the matter was followed up and he was asked to submit certain information which he failed to do. On receipt of that information his application can be processed. Until such time as we get the information asked for we cannot do anything about it.
