asked the Minister for Education the criteria on which a voluntary secondary school would qualify for recognition as a voluntary community school.

There is no such category of second level school as a voluntary community school under regulations of the Department of Education. A secondary school can continue to qualify for recognition only for so long as it complies with the relevant official regulations for such schools.
