asked the Minister for the Environment if he will indicate the reasons for his request to the Corporation of Dún Laoghaire on 29 April 1980 to carry out a detailed traffic examination of the road network in the general area of the proposed Stage 2 Scheme of the Blackrock by-pass, and to submit a report thereon to him, with specific reference to the examination in his Department of the outline proposals for the project received from the Corporation on 24 March 1980; and if he is prepared in this context to provide early sanction for Stage 2.

The technical information requested from Dún Laoghaire Corporation, arising from the outline proposals submitted to me, is required for the purpose of determining the best operational system that could be obtained for traffic flows in the design of Stage 2 of the Blackrock by-pass. Pending receipt of this information, I am not in a position to consider sanctioning the scheme.
