asked the Minister for the Environment if he is aware that the process of planning review as set out in the Planning and Development Acts of 1963 and 1976 is taking a considerably longer time than was anticipated for the city of Dublin; if he is satisfied with the review process; and if he will make a statement on the matter.
Written Answers. - Dublin City Development.
I understand that Dublin Corporation completed the review of the Dublin City Development Plan 1971 on 20 October and adopted the Dublin City Development Plan 1980. The delay in the review arose mainly from the obligation on the planning authority to give the necessary consideration to the many relevant objections and representations made by the public.
The making or review of their development plan is a function reserved to the elected members of the planning authority. The provisions of section 19 of the Local Government (Planning and Development) Act, 1963, and section 20, as amended, are flexible and give a considerable degree of freedom to planning authorities in relation to the making and review of development plans. A planning authority, if they wish, may make the plan in sections. They could make a plan to deal with specific development objectives — for example, to deal with the more urgent matters of planning control or other purposes. Alternatively they might make a plan for a particular district in advance of a plan covering the remainder of their area, I am satisfied with the provisions of the Planning Acts in relation to the review of development plans.

asked the Minister for the Environment the number of times the inter-departmental committee on Dublin's inner city has met since the responsibility for it was assumed by him; when he was allocated responsibility by the Government for this committee; if he has made any changes in the composition of the committee; the names of the members of the committee and the Departments and Government agencies they represent.
Responsibility for the inner city group and fund was transferred to the Minister for the Environment by the Government on 5 February 1980. Following the transfer of the group it was decided that the group should be restructured by reducing the number of Departments represented on it and by including representation from Dublin Corporation. The following is the present membership of the group: Mr. B. Drury (Chairman), Department of the Environment; Mr. J.B. Tighe, Department of the Environment; Mr. S. Mac Loinnsigh, Department of Finance; Mr. J. Molloy, Department of Labour; Mr. J. Timbs, Department of Industry, Commerce and Tourism; Mr. D. Flanagan, Dublin Corporation.
The group has met on four occasions since its reconstitution.
