asked the Minister for the Environment if it is necessary for a house, which is completed, to contain a bed in order that the owner receive a grant for building the house.

One of the conditions of payment of new house grants is that the applicant must occupy the house, on completion, as his normal place of residence. Accordingly, my Department's inspector must be satisfied that this requirement is met before certifying a grant for payment.
