asked the Minister for the Envíronment the reason his Department have requested the Corporation of Dún Laoghaire to have further traffic surveys carried out regarding the Blackrock by-pass stage II; and the reason his Department did not communicate with the corporation on this matter until 25 November 1980.

Detailed traffic information in connection with Dún Laoghaire Corporation's outline proposals for the Black-rock by-pass, stage II, was received in my Department on 1 September last and a clarificatory communication was received on 26 September. Following examination of this information, discussions on the project were held at engineering level on 11 November in the course of which it was established that the outline proposals submitted by the corporation might require modification to avoid possible adverse traffic and environmental effect in residential roads within the influence of the by-pass. Dún Laoghaire Corporation engineers agreed at the meeting to carry out further technical analyses essential to examination of the proposals. Confirmation of the agreement reached at the meeting was sent to the corporation in a letter from my Department dated 25 November.

I am satisfied that there has been no undue delay on the part of my Department in dealing with this matter.
