asked the Minister for the Environment the incremental pay scale applicable to craftsmen employed by local authorities (a) at 1 January 1980, (b) at the termination of the 1979 National Understanding, (c) from 1 August 1980 and (d) on the commencement of the National Understanding, 1980.

Note

Local authority craftsmen generally are early starters for the purpose of national pay agreements. Accordingly, the pay scale applicable to them with effect from 1 January 1980 included the second phase increase payable under the 1979 National Understanding; this scale also applied on the date (viz. 30 June 1980) on which that understanding terminated in relation to early starters. Similarly, the scale applicable with effect from 1 August 1980 included the first phase increase under the 1980 understanding; it also included a special pay increase negotiated with effect from that date.
