Business of Dáil: Motion.

I move:

That notwithstanding anything in Standing Orders and in the Resolution of the Dáil of 12th October, 1977 (as amended by the Resolution of 14th December, 1977)—

(i) the Dáil shall sit later than 9 p.m. today and 5.30 p.m. on Thursday next and the hour at which business is to be interrupted on these days shall be 10.30 p.m.;

(ii) private Members' business today shall commence not later than 9 p.m. and shall conclude not later than 10.30 p.m.;

(iii) the proceedings on the motion for the nomination of a Member to be a member of the Government, if not previously concluded, shall be brought to a conclusion at 5.30 p.m. today by putting from the Chair the Question necessary to bring them to a conclusion;

(iv) the sitting tomorrow shall not be suspended from 1.30 p.m. to 2.30. p.m.;

(v) Questions to Ministers shall not be taken on Thursday next;

(vi) the Order of the Dáil of 9th December, 1980 fixing the Committee Stage of the Electoral (Amendment) (No. 2) Bill for Thursday next be discharged and the Committee Stage be taken today;

(vii) in the case of each of the following Bills where the proceedings have not already concluded the Question necessary to bring them to a conclusion shall be put from the Chair on the day and at the time indicated: and the Question to be put from the Chair shall be (as the case may require) `That (leave to introduce the Bill is hereby given) (the Second Stage be taken today) (the Bill is hereby read a second time and that) (all amendments set down by the Member in charge of the Bill for Committee Stage and not disposed of are hereby made to the Bill) the Bill (as amended), is reported to the House and all amendments set down by the Member in charge of the Bill for Report Stage, including any requiring Recommittal, and not disposed of are hereby made to the Bill and Recommittal and Fourth Stages are herby completed and) the Bill is hereby passed:

Wednesday, 17th December, 1980:

Appropriation Bill—On conclusion of the proceedings on the Supplementary Estimate for Remuneration.

(viii) the time to be allotted for the consideration of the Supplementary Estimates for Army Pensions and for Agriculture (resumed) for the year ending on the 31st of December, 1980 shall not exceed 30 minutes and I hour respectively; and if the proceedings thereon have not already concluded at the expiration of the allotted time the Question necessary to bring them to a conclusion shall be put from the Chair today at 6 p.m. in the case of the Supplementary Estimate for Army Pensions and at 8.30 p.m. in the case of the Supplementary Estimate for Agriculture; and in the proceedings on each Supplementary Estimate as set out in the Schedule hereto, the Question, if not already put, shall be put from the Chair tomorrow at the time indicated, provided that if a division be demanded on any Question put from the Chair in connection with the proceedings on the Supplementary Estimates such division shall be taken forthwith:—

(ix) the motion in the name of the Minister for Agriculture approving certain Regulations shall be proceeded with immediately on the conclusion of the proceedings on the Supplementary Estimate for Agriculture and the proceedings on that motion, if not previously concluded, shall be brought to a conclusion at 9 p.m. today by putting from the Chair the question necessary to bring them to a conclusion; and

(x) on Thursday next the proceedings on the motion for the Adjournment of the Dáil for the Christmas Recess if not previously concluded, shall be brought to a conclusion at 10.30 p.m. by putting from the Chair the Question necessary to bring them to a conclusion; and the following arrangements shall apply in the debate:—

(a) the speech of the member of the Government opening the debate, the speeches of the first speaker from Fine Gael and the first speaker from the Labour Party and the speeches of the final three speakers shall not exceed 45 minutes each;

(b) the speech of each other Member called on shall not exceed 30 minutes; and

(c) the final speaker from the Labour Party and the final speaker from Fine Gael shall be called on not later than 8.15 p.m. and 9 p.m. respectively, and a member of the Government shall be called on not later than 9.45 p.m. to conclude the debate.

The purpose of this is to give effect to an agreement reached by the Party Whips on the allocation of time for business between now and 18 December. The time specified in the motion for the conclusion of the proceedings on the items of business to be taken later today depend on the amount of time taken by item No.6. Should the debate on that item take less than the two hours allowed, it has been agreed that the time specified in the motion for the remaining items of business will be brought forward accordingly.
