The second national understanding contains a commitment to introduce legislation at an early date to extend the provisions of the Trade Disputes Act, 1906, as sought by the Irish Congress of Trade Unions and, after consultation with both sides of industry, to introduce such other legislative changes as may be necessary to achieve a more satisfactory application of that Act. It is my intention to deal with these issues in a single piece of legislation.
