asked the Minister for Defence if he will give the following details of pay in relation to a (1) 3 star private, (2) civilian seaman, (3) seaman 2nd and 3rd class, (4) tradesman, (5) labourer, (6) cadet and (7) army lieutenant employed by his Department: (a) the basic pay at entry and the maximum pay on 31 December of each year from 1969 and on 30 June, 1980; (b) the average pay on the scale in the same period; (c) the percentage rise each year for each of those years using 1969 as a base year; (d) the criteria used for pay increases over this period; and (e) any special reviews carried out.

The information sought is as follows:—

(d) Criteria used for pay increases, 1970 to 1980

(i) Civilian employees Increases were granted in accordance with the national agreements/understandings in operation during the period. They represent both standard and “special circumstances” increases under the agreements/understandings.

(ii) Military personnel All increases due under the terms of national agreements/understandings in operation during the period were granted. Additionally, pay was specially increased on a number of occasions in the light of the grant of arbitration awards to certain grades in the civil service.

(e) Special reviews carried out

(i) Civilian employees

1975— Productivity/Anomaly Agreement for craftsmen incorporating the introduction of a scale of pay.

1977 — Productivity agreements were concluded for general operatives and resulted in the award of an increase of £2.15 per week.

1979— Revision of craftsmen's pay on the basis of comparison with analogous employments resulted in an increase of 17 per cent approximately. (Labour Court Recommendation 5211 refers.)

1979— Application of the construction industry rate to general operatives and civilian seamen. (Labour Court Recommendation 5212 refers.)

(ii) Military Personnel

1970/71— Phased increases in line with those granted in the civil service following arbitration, the first phase having effect from 1 October 1970 and the second phase from 1 April 1971, were granted.

1974/75— Special increases from 1 April 1974 were granted in the light of the 5 per cent arbitration award to certain civil service grades. In the case of enlisted personnel, the opportunity was taken to improve service and promotion differentials.

1978/79— Phased increases of 4.5 per cent from 1 July 1978 and 3.3 per cent from 1 January 1979, were granted following the grant of similar increases to certain civil service grades.
