asked the Minister for Justice if his attention has been drawn to a statement by the deputy chairman of the International Professional Security Association (details supplied) in which he referred to the absence of legislative controls on the setting up and operation of security firms; and if he will make a statement on the matter in view of the serious implications of the statement.

I have seen a report of the statement in question. The introduction of legislation for the regulation or control of the private security industry has been suggested by a number of representative organisations operating in this area. In reply to parliamentary question No. 474 of 23 October 1979, Volume 316, columns 464-466, I outlined the difficulties involved in the introduction of any such legislation. Owing to the complex nature of some of the issues involved it is unlikely that a final decision in the matter will be reached in the near future.
