asked the Minister for Education if he is aware that the increased salary and conditions of employment recommended in the interim report of the review body on teachers' pay emphasised that the increased salary is justified only if it is overtly recognised that supervision, substitution, parent contact and pastoral care are integral parts of the teaching function and essential to the proper running of a school; if he agrees with that recommendation; if so, whether the provisions are part of the recently accepted increases in teachers' salaries and conditions of employment; if not, whether he intends to implement these recommendations; if so, when and how; and if he will make a statement on the matter.

I am aware of the statement in paragrah 2.6 of the Interim Report of the Review Body on Teachers' Pay adverted to in the question.
In this connection I desire to state that it is recorded as follows in Agreed Report No. 4/80 of the Conciliation Council for Teachers in connection with an agreed recommendation for revised salary scales for teachers with effect from 1 September 1980:
The Official Side said that they were prepared to offer the revised scale on the condition that it must be regarded as fully comprehensive and inclusive, that is, that no additional payment would arise in any circumstances in respect of any functions discharged by teachers as part of the duties of their posts in their individual schools.
The review body also stated at paragraph 2.6 of their report that the response they would wish to see generated from the teachers is that the requirements in relation to supervision and so on would be met by them generously in the part they play in the moulding and development of their pupils. I fully endorse this statement and I may add that I feel confident that the teachers will wish to associate themselves with it and co-operate in its implementation.
