andMr. O'Donnell asked the Minister for Posts and Telegraphs whether he will make available special concessionary rates of postage for missionary and charitable organisations.

It is accepted policy that, taking one year with another, the postal service should pay its way, and postal charges are fixed on that basis. Concessions in charges for particular users can, therefore, be granted only at the cost of higher charges to other users of the service. Much of the postings by organisations of the type mentioned by the Deputy already qualify for the reduced charges applicable to printed papers, and if further charge concessions were made, it would be impossible to resist requests for similar treatment from other organisations pursuing praiseworthy aims.
