asked the Minister for Education whether, in cases where a teacher cannot afford to pay a substitute teacher, he will waive this requirement in considering an application for paid leave of absence for the purpose of pursuing an M.Ed. course.

The requirements in connection with leave of absence for teachers for the purpose of attendance at university courses are of general application and an exception may not be made in the case of an individual applicant in the circumstances visualised in the question.
