When the person concerned applied for optical benefit he had not sufficient contribution in this country to qualify under the conditions of my Department's treatment benefits scheme. The British Department of Health and Social Security were asked to supply particulars of his insurance record in Britain. This information has come to hand only recently and the authorisation issued on 19 February 1981.
