asked the Minister for Social Welfare the reason for the delay in the payment of a children's allowance to a person (details supplied) in Cork; and when payment will issue.

The amount of children's allowance payable to the claimant in respect of her three qualified children was due to be reduced when her eldest child attained the age of 16 years in January 1981. The reduction was erroneously effected from December 1980 instead of February 1981. The matter has now been rectified and a payable order for £14, which was the amount of the underpayment involved, issued on 27 February 1981. I regret any inconvenience caused to the lady concerned.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in Cork; and when payment will issue.

The person concerned claimed disability benefit from 24 December 1980 and has been paid all benefit due to 20 February 1981, date of the latest medical certificate received.

The delay in payment was due to the fact that he failed to quote his RSI number on the medical certificates submitted by him prior to 20 February 1981. His entitlement to pay-related benefit is being investigated and payment, if any, due will be made on completion of inquiries.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit and maternity grant to a person (details supplied) in Cork; and when payment will issue.

The person concerned was paid disability benefit from 9 May 1980 to 8 July 1980. Her claim from 9 July 1980 was disallowed following examination by a medical referee who expressed the opinion that she was capable of work. She appealed against the disallowance of her claim and the matter has been submitted to an appeals officer for determination. She will be notified of the appeals officer's decision as soon as it is available.

She was paid maternity allowance from 24 November 1980 to 14 February 1981. Two maternity grants payable on her insurance and on that of her husband have also issued. If she has been incapable of work subsequent to 14 February 1981 the question of payment of disability benefit will be considered on receipt of medical evidence.

There is no record of a payment of £6 to her for the period 15 and 16 January. At that stage she was in receipt of payment of maternity allowance at regular intervals at the rate of £20.45 a week.

The person concerned claimed disability benefit from 31 January 1981 and was paid from 4 February 1981, fourth day of incapacity. All disability benefit and pay-related benefit due to 23 February, date of latest certificate, has issued. The delay in payment was due mainly to the change over in January 1981 from the system of insurance numbers to RSI numbers for the purpose of payment of benefit.

The person concerned claimed disability benefit from 7 January 1981 and has been paid all disability benefit and pay-related benefit due from 7 January 1981 to 10 February 1981, date of the latest medical certificate received. The delay in payment was due mainly to the change over from insurance numbers to RSI numbers for the purpose of payment of benefit.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Cork; and when payment will issue.

The person concerned claimed disability benefit from 1 July 1980. He was not, however, qualified for payment as according to the records of my Department he had not the required statutory minimum of 26 weeks of insurable employment since his entry into insurance.

Following prolonged inquiries it was established that he had in fact sufficient weeks of insurable employment to qualify him for payment of benefit. All disability benefit due from 1 July 1980 to 31 December 1980, date of the latest medical evidence received, was issued recently. If he has been incapable of work since that date the question of paying further benefit will be considered on receipt of continuing medical evidence of incapacity.

His entitlement to pay-related benefit is being investigated and payment, if any, due will be made on completion of these inquiries.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in Cork; and when payment will issue.

Medical evidence covering from the commencement of the claim on 12 January 1981 in respect of the person concerned has been received and all benefit due to 16 February 1981 has been issued. Further payments will issue on receipt of medical certificates. The question of entitlement of pay-related benefit is being investigated and any benefit due will issue as soon as inquiries are completed. The delay in payment was due to the change over from insurance numbers to RSI numbers for the purpose of payment of benefit.
