It is proposed to take item No. 5.

On the Order of Business, I wonder if the Taoiseach, in view of the scandal that has emerged in the Department of Social Welfare, will allow an emergency debate——

That is not in order.

——on the failure to make payments in the Department of Social Welfare.

The Deputy is out of order.

On a point of order, would the Chair tell me something? Something has to be done about this. This is something I raised weeks ago. There are people in my constituency who are hungry because they cannot get paid. I want an emergency debate on the failure to make social welfare payments.

The Deputy should phrase his question in an orderly manner.

I want to know how I can raise that in an orderly manner.

It is not a point of order.

I want to ask the advice of the Chair on how I can, in an orderly way, ask for an emergency debate on the collapse of the social welfare system.

I am not giving advice on any matter. I have told the Deputy he is totally out of order.

I want to know how I can get an emergency debate on this problem.

There are people in my constituency who are hungry——

I would ask the Deputy to resume his seat.

I cannot help being angry.

That is not my business.

But there are people hungry.

That is not a point of order.

If I do not get an emergency debate I want to give notice that I intend to raise this matter on the adjournment of the House.
