It has not been established to the satisfaction of my Department that the creation of a permanent whole-time post would be warranted in the circumstances of the County Waterford Vocational Education Committee scheme which involves only two schools. The committee were informed by letter of 21 November 1980 that the part-time teacher allocation could not be used for the creation of whole-time posts.
