asked the Minister for the Environment if he intends to introduce legislation to make the use of safety chains compulsory in the case of trailer-towing vehicles in view of accidents that occurred recently when such chains were not used.

The Road Traffic (Construction, Equipment and Use of Vehicles) Regulations, 1963, made under the Road Traffic Act, 1961, provide inter alia that a trailer exceeding in weight laden 15 cwt and having more than two wheels must be equipped, when it is attached to a mechanically propelled vehicle with a second coupling consisting of a chain, wire rope or other similar connection, unless a service brake of the continuous or semi-continuous type is fitted and a device capable of automatically stopping the trailer if it becomes detached while in motion.
