asked the Minister for the Environment if he is aware that tarmacadam for use by local authorities is being supplied from non-tenderers; if he is further aware that in the Six Counties all road-making materials must be made there, but that there is no similar provision here; and if he will explain why tarmacadam cannot be produced other than in Dublin.

Contractors are not appointed under the combined purchasing scheme for the supply of bituminous macadam, normally known as tarmacadam, which is manufactured in plants throughout the country. Official contractors are appointed under the combined purchasing system for the supply of cationic bitumen emulsion which is used for surface dressing operations. I am not aware of the Northern Ireland practice in this matter.

Is it not still the situation that tarmacadam in any quantity or any other material would have to be supplied by way of public tender to the local authority irrespective of any reference to the combined purchasing situation?

Could the Minister say, in relation to that section of Deputy Blaney's question which asks if tarmacadam is being supplied to local authorities by non-tenderers, if that is correct?

It is not correct, as far as I know. I have no evidence that it is correct.

Has the Minister made inquiries from local authorities?

Yes, Donegal in particular.

Why pick Donegal? The question does not say Donegal. It does not mention Donegal.

Because I know that is what Deputy Blaney had in mind.

Are there not roads in Connacht and Minister?
