Written Answers. - Servicing of Rigs.

asked the Minister for Energy if he will advise and assist in the setting up of a base in the Waterford Harbour area for the servicing of rigs exploring for oil and gas in the Celtic Sea.

asked the Minister for Energy if he is aware that the oil drilling rig off the County Waterford coast is being serviced from Foynes; if he will take steps to establish a centre in Waterford Harbour for the servicing of this and other oil rigs operating off the south and south-east coast; and if he will make a statement on the matter.

With the permission of the Ceann Comhairle, I propose to take Questions Nos. 57 and 58 together.

I am aware that a company are using Foynes as a base of servicing their requirements in connection with an exploratory well which they are currently drilling in the Celtic Sea.

Provisions are included in the Exclusive Offshore Licensing Terms to ensure that as many business opportunities as possible are generated in Ireland in relation to offshore activities. I do not, however, direct offshore operators to set up their base in a particular area. The Deputies will appreciate that this is a decision to be taken by the exploration companies themselves, based on normal commercial criteria and the operating requirements applicable to the work to be serviced.

It is a matter for local interests to set up and promote shore base facilities. The Institute for Industrial Research and Standards, on my behalf, have a major role in monitoring activities in this area and they will be glad to offer information and advice in this connection if the local interests request them to do so.
