asked the Minister for the Environment when a home improvement grant will be paid to a person (details supplied) in County Galway.

As the works, in this case, commenced within ten years of the payment of a new house grant a house improvement grant is payable only for the limited categories of work stipulated in the Housing Regulations, 1980, as amended. The works carried out do not come within these categories and a grant cannot therefore be allowed. The applicant was informed accordingly on 4 November 1981.

There is no record in the Department of the receipt of an application for a solid fuel grant from the person named.

The grant will be paid if and when it is established by inspection that the work qualifies and was satisfactorily completed on or before 30 June 1981.

In the case of works commenced prior to 1 November 1977 section 23 of the Housing (Miscellaneous Provisions) Act, 1979, requires that a claim for payment of the grant be received in my Department on or before 31 January 1980. The claim for payment in this case was not received until 10 March 1981 and the grant cannot, therefore, be paid.

When my Department are notified that all work on the house has been completed an inspection will be arranged with a view to payment of the grant, if in order.

In the case of works commenced prior to 1 November 1977 the final date for the receipt of applications was 31 January 1978, section 23 of the Housing (Miscellaneous Provisions) Act, 1979. In this case the reconstruction works commenced in 1976 but the application was not received until 14 July 1978 and a grant in respect of these works is not, therefore, payable. The applicant was so informed on 28 November 1978. However, it has been established that a grant is payable for the provision of water and sewerage services and payment of this will be made shortly.

The grant will be paid shortly.

asked the Minister for the Environment the reason for the delay in paying a new house grant, which is long overdue, to a person (details supplied) in Limerick.

There has been no undue delay by my Department in dealing with this case. The applicant's eligibility under the former scheme of grants cannot be determined until details of income have been certified by the local authority. I understand that the applicant has not replied to a number of letters from the county council on the subject.

The application for a grant was forwarded to my Department by the Deputy as recently as 6 November 1981. A grant will be paid when an inspection establishes that the house has been satisfactorily completed and that other conditions applying to the grant scheme have been complied with.

The grant will be paid when an inspection establishes that the house has been satisfactorily completed and is occupied by the applicant. The inspection will be carried out when the applicant notifies the Department that this is so; previous inspections in January, March and September 1981 found the house not completed.

This grant will be paid if and when an inspection establishes that the works were satisfactorily completed on or before 30 June 1981.

asked the Minister for the Environment when his Department will pay a house improvement grant to a couple (details supplied) in County Westmeath.

Under the Housing Regulations, 1980, as amended, an application for a house improvement grant could be accepted only where the completed application form was received in my Department on or before 1 February 1980 or, where it was received after that date, verification was furnished that the application was sent by registered post or by letter postmarked in sufficient time to permit normal postal delivery by that date. The application received from the person named did not comply with this requirement and accordingly payment of a grant cannot be made.

As the works in this case commenced prior to 1 November 1977 the latest date for the receipt of a claim for payment of the grant was 31 January 1980, section 23 of the Housing (Miscellaneous Provisions) Act, 1979. As the claim was not received until 19 March 1981 in this case the grant is not payable. The applicant was so informed on 8 April 1981.

Under the Housing Regulations, 1980, as amended, the latest date for the receipt in the Department of claims for payment of house improvement grants was 30 June 1981. As this requirement was not complied with in this case, the grant cannot be paid.
