As the person named had an off-farm income in excess of the limit of £4,750 for the income tax year ended 5 April 1981 he is not eligible to participate in the 1981 cattle headage scheme for the disadvantaged areas. Eligibility is determined by reference to gross off-farm income and it is not proposed to alter this condition. If off-farm income (net of tax) were taken, it would penalise farmers with dependants and favour farmers with no dependants.

The person named was asked on 27 November 1981 and again on 21 January 1982 to supply details of his off-farm earnings. When he does so, his eligibility for participation in the scheme will be determined.
