asked the Minister for the Public Service pay and pensions as a percentage of Government expenditure in each year from 1975 to 1981, inclusive; and the estimate for 1982.

Notes

(i) The Public Service Pay and Pensions figures used in these calculations cover the pay and pensions of civil servants, Defence Forces, Garda Síochána, teachers and all staff in the Health Services. The figures used do not include the pay element in grants to State-sponsored bodies and universities.

(ii) Budget Outturn figures are shown in all cases, with the exception of data relating to 1982. The 1981 figures are still provisional.

(iii) Current Government Expenditure figures are as set out in table headed "Main Heads of Government Expenditure" of the Pre-Budget Tables with the exception of the figure for 1982 which is taken from Table Explanatory of Amended Current Budget 1982. From and including 1977, the figures reflect the reclassification in 1982 of certain expenditure items as capital — see the note on Table 3 of the 1982 Pre-Budget Tables.

(iv) The Public Service Pay and Pensions figures for 1982 are estimates produced by the Department of the Public Service and include a notional allocation of the global provision for Increases in Remuneration and Pensions (Vote 51 of Book of Estimates).
