Thirteen panels of assessors have been constituted since 1 January 1980 under the provisions of section 44 (11) of the Social Welfare Act, 1952, and section 298 (12) of the Social Welfare (Consolidation) Act, 1981, which is a re-enactment of section 44 (11) of the 1952 Act.

The panels have been constituted to sit with appeals officers when (a) questions relating to unemployment benefit and (b) unemployment assistance, other than questions relating to qualification certificates, are heard. The provisions in these respects are set out in S.I. No. 376 of 1952 (Article 10) in the case of (a) and S.I. No. 9 of 1953 (Article 17) in the case of (b).
Apart from the members of panels of assessors, no other assessors have been appointed since 1 January 1980.

Panels of assessors representing employer and employee interests have been constituted in 23 districts throughout the country under the provision of Section 44 (11) of the Social Welfare Act, 1952, and Section 298 (12) of the Social Welfare (Consolidation) Act, 1981, which is a re-enactment of Section 44 (11) of the 1952 Act. Each panel is re-constituted every five years and its composition is determined by reference to the number of employers and employees in the district and the number of appeal hearings likely to be held there. The number of persons appointed to act as assessors for each of the 23 current panels is as follows:
