asked the Minister for the Environment when a house improvement grant will be paid to a person (details supplied) in County Kilkenny.

As explained in a reply to a similar question from the Deputy about this case on 26 January 1982, it will be necessary to establish before consideration may be given to the payment of a grant that, on or before 21 January 1980, a binding agreement to carry out the work had been entered into or that the necessary materials had been purchased. The applicant has, as yet, failed to establish his compliance with this requirement.

asked the Minister for the Environment the reason a new house grant has not been paid to a person (details supplied) in County Kilkenny.

A recent inspection showed that work on this development is not yet complete. On notification of completion, a further inspection will be carried out to determine the applicant's eligibility for a new house grant.

asked the Minister for the Environment the reason for the delay in paying a new house loan to a person (details supplied) in County Waterford.

The payment of individual house purchase loans is a matter for the local authority concerned. I am not aware of any unreasonable delay in the payment of such loans by Waterford County Council and I have been informed by the council that the second instalment of the loan will be paid within the next week to the applicant referred to by the Deputy. The first instalment was paid in June last.
