Ceisteanna—Questions. Written Answers. - West Beirut Massacre.

asked the Minister for Foreign Affairs if he will give details of the direct diplomatic approach to the Israeli Government, to express the abhorrence of the Irish people at the Israeli involvement in the massacre of defenceless men, women and children in West Beirut.

The Government of Israel can be in no doubt about the views of the Irish Government and people on the events the Deputy refers to. While at the United Nations General Assembly in New York, I used the opportunity of a meeting on 30 September with the Foreign Minister of Israel, Mr. Shamir, to make clear the deep concern of the Government and people of Ireland at the massacre which took place in the Palestinian refugee camps while Israeli forces were in occupation of West Beirut. Later that day when I addressed the General Assembly, I expressed our horror at the wanton murder of civilians in the camps and referred to the considerable responsibility which Israel as the occupying and controlling force would have to bear.

The Ten had reacted on 20 September by issuing a joint declaration expressing their profound shock and revulsion at the massacre.
