asked the Minister for the Environment the reason the system of averaging income over three years is not being used in the case of Housing Finance Agency applicants.

asked the Minister for the Environment if he is aware that under the present administration of the Housing Finance Agency scheme students who do not have a P60 for the preceding year cannot be considered for a loan, regardless of their present earnings; and if he intends to alter this situation.

I propose to take Questions Nos. 263 and 264 together. The operation of its loan scheme, including the conditions of eligibility of applicants, is a matter primarily for the Housing Finance Agency subject to the approval of the agency's proposals by the Minister for the Environment and the Minister for Finance. I am bringing the particular aspects raised in the Deputy's question to the agency's attention for inclusion in a review of the scheme which I understand the agency propose to undertake shortly in the light of its experience with the operation of the scheme to date.
