Order of Business.

It is proposed to take business in the following order: Nos. 1, 2, 5 (resumed), 3, 6, 7, 8, 9, 10, 11 and 12. By agreement, if no other Member is offering to speak in the debate on item No. 5 today, proceedings on that item will be adjourned until Tuesday, 8 February 1983 when the Minister shall be called upon to conclude.

Are the arrangements for the conclusion of item No. 5 agreed?

Yes. The motion is in the names of two Ministers. Which Minister will conclude?

It will be the Minister for Industry and Energy, Deputy John Bruton.

I want clarification as to what referendum item 1 is about. It seems we are about to discuss a referendum about nothing and I want to know why this item is being taken now.

The Referendum (Amendment) Bill, 1982, was introduced before the last Dáil fell and the Bill fell with it when it was on the Order Paper for the Order for Second Stage. By resolution of the House it was reinstated on the Order Paper yesterday at that Stage and all we are doing now is fixing a day for Second Stage.
