asked the Minister for Foreign Affairs if he will give a detailed breakdown under each heading in the Book of Estimates of the actual expenditure on overseas aid in 1982, and the provision for 1983, which would support the figures of £24.5 million and over £30 million in 1982 and 1983, respectively; as quoted by him in recent public statements.

There are two sources, Central Fund and voted moneys, for Government expenditures which qualify as ODA. Central Fund payments do not appear in the Book of Estimates but are included in the table hereunder in order to show the total ODA figures for 1982 and 1983 as requested by the Deputy. Differences between the allocation and outturn figures for 1982 derive from

(i) the decision in the context of the public expenditure reductions set out in the Government statement of 30 July 1982 to effect savings of £600,000 in the Vote for International Co-operation;

(ii) the carry-over of unspent amounts in the Bilateral Aid Fund in respect of bills falling due early in 1983 (£503,000);

(iii) the failure of the EEC-Turkey Second Financial Protocol and the Common Fund for Commodities to enter into force (£310,000);

(iv) the fact that the World Bank Group did not proceed as expected to compensate in 1982 for under-budgeting in 1981, coupled with the effect of currency fluctuations on dollar obligations to the World Bank Group (£272,000);

(v) discharge by the Department of Agriculture of its commitment under the International Fertiliser Supply Scheme more economically than had been anticipated (£38,000)

and

(vi) slight underspending, after the adjustments referred to at (i) on Disaster Relief and the Advisory Council for Development Co-operation (£4,000).

These factors explain underspending of £1.727 million as compared to the initial ODA allocation in 1982 of £26.335 million. ODA expenditure in 1982 therefore totalled £24.608 million.
