asked the Minister for Labour if he has yet received the report of the working party on child care services for working parents, which was established following a commitment in the Second National Understanding for Economic and Social Development; and, if so, when it will be published.

: The report of the working party on child care facilities for working parents was presented to me on 10 March. It was published on 11 March.

: Does the Minister intend to have a debate in the House on the report or does he propose to bring in legislation or regulations based on the report?

: It is usual when a working party have completed their work and a report has been presented that interested bodies make submissions. The Department of Health who have more interest in the legislative part of the proposals in the document will bring in legislation. If there is an area in which I am involved I will consider it when all parties have made submissions which I assume will come in shortly.

: Does the Minister intend to have a debate on the report in the House? Does he intend to bring in regulations which the report suggests setting standards for child care, safety and hygiene in privately run creches already in existence?

: There is no decision to have a debate on the report. Naturally, if the Whips agree to a debate, I would be quite happy to have it because it is a worthwhile report and one which I hope the public will be made aware of. My Department will be looking at the report with a view to bringing in legislation. It will be the responsibility of more than one Department. Many of the areas cover the Department of Health. Certain areas are my responsibility and I will not delay in bringing in legislation if this is needed.
