Vol. 341 No. 9

Order of Business .

: It is proposed to take Nos. 5 (resumed) and 6 (resumed). Private Members' Business will be a motion on Central America. The motion is to be circulated on a supplementary Order Paper.

: Is the wording which has been circulated now for the Eighth Amendment to the Constitution to take the place of the wording which was given to us previously by the Minister for Justice? If it is, how is it that the circular which we received today is dated 22 April?

: We have all day tomorrow devoted to this matter and we cannot have it raised now.

: It is important to know if this is what we will be discussing tomorrow. There is only one major issue involved and it is central to the matter.

: The amendment, as circulated, is the one for discussion. It includes a technical change designed to deal with an issue that was raised. While we were advised that the original version covered adequately the constitutional point, the question about the 1861 Act, in view of the fact that in this whole matter we are concerned with settling something definitely and without doubt and satisfying people in their minds that something is certain, it was decided to include this additional wording to relieve any fears or doubts, however unfounded, that might exist as to the validity and effectiveness of the original wording.

: May I ask the Taoiseach——

: I am sorry. A question was asked and answered.

: You do not know what I am going to ask.

: If it is a continuation——

: You have no right to stop me when you do not know what I am going to ask.

: I will hear Deputy Haughey.

: Is the circulation of this wording this morning an acknowledgement by the Taoiseach that the wording previously put forward and adopted by the Fine Gael Party was defective?

: I am specifically ruling that question out of order, I am passing on to item No. 5.

: I wish to raise on the Adjournment this evening the matter of the appointment of a receiver to Spring's, Wexford, and the possibility of the loss of 65 jobs.

: The Chair will communicate with Deputy Hugh Byrne.
