The reason for delay in this case was that the person named had an off-farm occupation and it was necessary to determine his eligibility under the condition of the 1982 suckler cow scheme which stipulates that applicants must earn not less than half their income from farming. Following investigation, he was deemed ineligible and notified recently to this effect.
