Written Answers. - Local Authority Finance Shortfalls.

asked the Minister for the Environment if he will state (1) the shortfall in the 1982 allocation to each local authority in lieu of domestic rates; (2) the amount of the agricultural rate withheld in each local authority area in 1982; and whether any arrangements are being made to reimburse each local authority in respect of this shortfall.

I propose to take Questions Nos. 662 and 665 together.

Fixed allocations have not been made in respect of rates support grants. In the case of the domestic rate grant, the voted provision for 1983 will be divided among local authorities on the basis of rateable valuations of the relevant domestic property in each area and, in the case of the grant in lieu of rates on land, on a basis equivalent to land valuations. Local authorities have been given a preliminary estimate of the payments they may expect to receive this year. Details of these estimates have been given in reply to a previous question from the Deputy (Official Report, Volume 341, columns 672 and 673). The final amounts will be influenced by valuation buoyancy and the figures are subject to review when fuller information is available from the local authorities. The payments to each local authority in respect of domestic rate and grant in lieu of rates on land in 1982, the percentage increase of the 1983 estimates over the produce of the 1982 rate on the relevant valuations, including all shortfalls, and, the shortfall in domestic rate grant and the estimated amount of rates withheld by farmers in respect of 1982 are set out in the tabular statement.

The voted provisions for domestic rate grant and the grant in lieu of rates or land of £277.5 million in 1983 include an additional £31.5 million provided in the budget. They represent an increase of 22 per cent over last year's provisions and almost 13 per cent over the estimates published in November 1982. In this way account has been taken, as far as is possible in the difficult budgetary situation of the shortfall in the 1982 allocations

asked the Minister for the Environment if he will state in the case of each local authority the financial allocations in 1982 and 1983; and the percentage increase in each case including the total amount.

The information sought is set out in the following tabular statement. Comparative percentages are provided for road grants, local improvements scheme, domestic rate relief grants and grants in lieu of agricultural rates. The latter two grants are subject to confirmation when claims are submitted and verified.

It would not be appropriate to give percentage increases for other services since the present 1983 allocations are subject to review to take account, inter alia, of further allocations for these services from the overall funds provided in the revised public capital programme and the revised Estimates for Public Services.
