I propose to take Questions Nos. 636 and 637 together.
The parliamentary allowances payable to TDs and Senators at present are £13,802 and £7,619, a year, respectively. These allowances were last revised with effect from 1 June 1981.
TDs and Senators have not received any of the three phased increases provided for in the Public Service Pay Agreement of December 1981. In their case the implementation of the increases, 2% (or £4 a week, whichever is greater) from 1 December 1981, 6% from 1 March 1982 and 5% from 1 January 1983, was deferred last year and no further decision has been taken on the matter.
Had the increases been paid, as was done in the public service and State and semi-State employments, TDs' and Senators' allowances would now be £15,669 and £8,713, a year, respectively.
The procedures involved in the revision of parliamentary salaries and allowances are different from those in the public service and State and semi-State employments. Increases for Oireachtas members can only be affected at present by means of an order which must lie before the Dáil for 21 sitting days, without an annulling motion being passed, before coming into operation. In some instances TDs and Senators have not received the agreed increases for six to eight months after they had been authorised for civil servants. I am therefore examining these procedures with a view to revising them.
The overnight and day allowances currently in operation for Members of the Oireachtas are £17.50 and £10 respectively. These rates were last revised with effect from 1 January 1980. Details of the current motor mileage allowances which are operative from the same date are set out in appendix 1. Details of the motor mileage and subsistence allowances payable to civil servants are set out in appendix 2. As can be seen the two sets of allowances are structured differently.
Mileage and subsistence allowances in other areas of the public service would be broadly in line with those in the civil service.
