As the Deputy is aware, arising out of a High Court decision that the basis formerly used by health boards to assess farm income for health contribution purposes viz. ratable valuation and a multiplier was unconstitutional, I have made regulations providing for assessment on the basis of actual income. It is difficult to estimate at this stage with any degree of precision the amount of health contributions which will be collected by each health board in 1983 as this will be the first year in which the new assessment arrangement will apply in the case of the farming population.
