Responsibility for recommending speed limit proposals has been devolved on county councils. In February 1983 I made speed limit regulations for the whole of County Clare based on a comprehensive set of recommendations made by the county council. These did not include a speed limit for Mullagh and no proposal for this has been made to me since by Clare County Council.
