asked the Minister for the Environment if he intends to introduce legislation to extend planning permissions which would otherwise lapse on 31 October 1983; and if he will make a statement on the matter.

The 1976 Planning Act imposed a five-year limit on the duration of planning permissions. Under the Act, permissions granted before 1 November 1976 were due to expire on 31 October 1981 and permissions granted after that date would have had a five-year life. However, because of representations that many people were unaware of the time limit on planning permissions imposed by the 1976 Act, my predecessor decided that the life of all permissions should be extended and section 2 of the 1982 Planning Act provided accordingly. Under this section, permissions granted prior to 1 November 1976 will now expire on 31 October 1983. There is, of course, provision in the 1982 Act for the extension of such permissions where work has commenced.

In these circumstances I do not propose to provide for any further extension of the time limits on planning permissions.

In a situation like that would the particular applicants have to apply for full planning permission?
