asked the Minister for the Environment if he is aware that the present income eligibility limit of £7,000 per annum is rendering it practically impossible for applicants to qualify for local authority housing improvement loans; and if he will make a statement on the action, if any, he proposes to take on this very important matter.

The continuing level of demand for local authority house improvement loans, in respect of which the capital allocation of £2.9 million for 1983 will be fully expended, is evidence of its relevance at the present income eligibility limit. While I have no immediate proposals to increase the income limit, I am keeping the matter under review.
