It is a condition for the payment of grants to development farmers under the farm modernisation scheme that an extract of farm accounts is submitted for each year of the farm development plan.
The applicant in this case is a development farmer. As the relevant farm accounts extracts have not been received for 1980 and 1981 he has forfeited entitlement to the development rate of grant and to the special aids available to development farmers. Payment at the lower rate will be made when normal processing procedures have been completed.
