It is not clear from the question what facilities the Deputy has in mind. So far as the Civil Service is concerned, there is already in operation an arrangement whereby special leave without pay may be granted to a civil servant for the purpose of establishing an employment-creating enterprise. Each application is judged on its merits with particular reference to the employment-giving potential of the enterprise.
At present, nine civil servants are availing of the arrangement. I am currently examining the arrangement to see if it might have wider application.
