asked the Minister for Social Welfare when social assistance at the maximum rate will be paid to a person (details supplied) in County Clare as he has a wife and three children and is only receiving £28.00.

The person concerned is in receipt of unemployment assistance at the weekly rate of £28.25 being the maximum rate payable £73.60 less £43.35 derived from the profit from land.

It is however open to him to apply for a reinvestigation of his means and to do so he should obtain an application form at his local office after which his case would be referred to a social welfare officer for inquiries. The assessment of his means would be reviewed in the light of the report and the rate of unemployment assistance payable to him would be determined accordingly.

asked the Minister for Social Welfare the reason unemployment benefit was not paid to a person (details supplied) in County Dublin.

The unemployment benefit claim of the person concerned was disallowed on the grounds that she was not available for employment. She appealed against the disallowance of her claim and following an oral hearing of her appeal, at which she attended on 4 January 1984, an appeals officer allowed her claim. She is a postal applicant and an order issued to her on 20 January 1984 for encashment at her local post office paying all arrears of unemployment benefit due. Further weekly payments at £30.60 are being made as they become due.

asked the Minister for Social Welfare when a deserted wife's benefit will be paid to a person (details supplied) in County Wexford.

One of the conditions for receipt of deserted wife's benefit is that there must be at least 156 Irish insurance contributions paid from the date of entry into insurance up to the date of desertion. This condition is not satisfied in this case either on the claimant's own insurance record or that of her husband. Her claim to benefit has therefore been disallowed.

Her possible entitlement however to deserted wife's allowance, which is a means tested payment, is at present being pursued. She has been asked if she wishes to be considered for this allowance and if so to supply details of a legacy which she received some years ago, in order to carry out an assessment of her means. A decision will be given as soon as this information is received.

Meanwhile it is understood that the claimant is in receipt of supplementary welfare allowance from the South-Eastern Health Board.

asked the Minister for Social Welfare when unemployment benefit will be paid to a person (details supplied) in County Wexford.

The person concerned claimed unemployment benefit from 3 October 1983, but her claim was disallowed on the grounds that she had insufficient contributions in the governing contribution year 6 April 1981 to 5 April 1982.

In order to determine her entitlement to benefit from the commencement of the new benefit year on 2 January 1984, she was requested to furnish her local employment office with a form P60 or alternatively a statement of contributions paid in respect of her employment in the governing contribution year, 6 April 1982 to 5 April 1983. Her entitlement to unemployment benefit will be reviewed on receipt of this information.

asked the Minister for Social Welfare when disability benefit will be paid to a person (details supplied) in County Wexford.

The person concerned claimed disability benefit from 9 January 1984 and has been paid to 27 January 1984 the date of the latest medical certificate received. There has been no undue delay in issuing payment in this case.

asked the Minister for Social Welfare when unemployment benefit will be paid to a person (details supplied) in County Wexford.

Inquiries were necessary to establish that the person concerned fulfilled the condition of being available for work before her entitlement to unemployment benefit on her claim from 14 November 1983 could be determined.

These inquiries were recently completed and her claim was allowed at £30.60 weekly being the maximum rate appropriate in her case. She is a postal claimant and a payable order for all unemployment benefit due from 14 November 1983 to 24 January 1984 was issued to her for encashment at her local post office on 27 January 1984. Further weekly payments will continue as they become due.

asked the Minister for Social Welfare the present position regarding the payment of unemployment benefit to a person (details supplied) in County Kilkenny as outlined in a letter of 10 October 1983 (details supplied) to his office.

The person concerned exhausted his title to unemployment benefit on the completion of 390 days of benefit on 29 April 1983. He claimed unemployment assistance following the exhaustion of his unemployment benefit and his claim was allowed at the maximum rate applicable to a married man, the rate at present being £50.75 weekly.

He advised his local office that he obtained part-time employment on certain days of the week. Inquiries were undertaken to ascertain the precise hours of the part-time employment to enable days of unemployment to be confirmed for the purpose of his unemployment assistance claim and to establish whether the employment was insurable at a class which would requalify him for entitlement to unemployment benefit at the completion of 13 weeks of insurable employment.

Following the recent completion of inquiries about the insurability of his employment it has been established that the part-time employment is appropriate to a class providing cover against unemployment and accordingly he has requalified for unemployment benefit with effect from 3 August 1983 at the weekly rate of £57.35 for the first 156 days.

Further inquiries are necessary to ascertain the precise hours during which the person concerned is engaged in security work and in the time available for replying to the question it has not been possible to have the inquiries completed. As soon as the inquiries are completed the Department will communicate with the Deputy.
