Mr. Coughlan

asked the Minister for the Environment if he will extend the mortgage subsidy scheme to cover first-time buyers of second-hand houses, regardless of whether or not they are applicants for local authority accommodation, as the present scheme discriminates against people who do not wish to apply for council housing.

Under the terms of the mortgage subsidy scheme persons who are either tenants, tenant purchasers or on local authority housing lists for certain minimum periods may qualify. I have no proposals at present to extend the scope of the scheme.
